Committee of Administrators limits power of BCCI officials as per SC order

CoA also dissolved all the other committees except the Cricket Advisory Committee (CAC) and the newly constituted selection committees.

CoA severely curtailed the powers of BCCI under directives from SC

The Supreme Court-appointed Committee of Administrators (CoA) issued fresh directives Thursday after the new constitution of BCCI came into power and limited the powers of the BCCI office bearers.

The three existing office bearers of the board - Acting President CK Khanna, Acting Secretary Amitabh Choudhary and Acting Treasurer Anirudh Chaudhary had their powers curtailed and 'entrust the day-to-day management of the BCCI to its 'professional management'.

CoA confirmed that after the registration of the new BCCI constitution on August 21, the affairs of the board will be carried by its top management during the transition period till elections are held.

In a major directive, the CoA said that “all affairs of the BCCI shall be conducted in accordance with the New Constitution and the judgments and orders of the Hon'ble Supreme Court. Any function to be performed by the Apex Council and/or the Governing Council under the New Constitution shall be performed by the Committee of Administrators until a new Apex Council and Governing Council are elected."

"In the event any urgent decision that cannot await the appointment of new committees/ sub-committees in terms of the New Constitutions required to be taken, the same may either be taken by the Committee of Administrators or the Committee of Administrators may constitute an ad-hoc committee comprising of persons who meet the relevant criteria stipulated in the New Constitution to assist the Committee of Administrators in taking such urgent decision," CoA said in the letter.

Also as per the SC order, the CoA stated that apart from the Cricket Advisory Committee (CAC) and the newly constituted selection committees, all the other committees, sub-committees of the board formed under the old constitution stand dissolved with immediate effect.

CoA has also designated fresh signatories to look after the bank accounts of BCCI and IPL. The six members included in the list are CEO Rahul Johri, Chief Financial Officer Santosh Rangnekar, IPL COO Hemang Amin, BCCI GM Cricket Operations Syed Saba Karim, Administrative officer Anil Joshi and AGM Finance Vijay Tiwari.

The new directives also said that "any powers exercisable by any office bearer will henceforth be only as mandated under the New Constitution and shall be exercised only with the prior approval of the CoA. The office bearers and/or their respective Executive Assistants, as well as the employees of BCCI, shall not undertake any travel outside India at BCCI expense without CoA's prior approval."

Board's CEO Rahul Johri will now sign all contracts/ appointment letters on behalf of BCCI under the supervision and control of the CoA and all contracts/ tender documents having a value of above Rs 25 lakh shall be put up by the CEO before the CoA for approval.
